An officer responded to the 10 block of Beatty Avenue for a report of a private property vehicle crash with the vehicle leaving the scene. Upon further investigation, the vehicle that had left was located at another residence, and the driver of the vehicle, Karmen Jordan, 20, of Richwood, was issued a citation for open container in a vehicle.
